City: Implementing a dual goal

Over the past time, the situation of Covid-19 epidemic in the province has been well controlled, this is the basis for bringing production and business activities and people’s lives back to the new normal state. Good control of the epidemic

The year 2021 is the first year of implementing the socio-economic development plan in the period of 2021 - 2025, it has an important significance in creating a high and sustainable growth momentum for the whole period. In that spirit, the city has built a socio-economic development plan and state budget estimate for 2021 in the direction of maximizing potential, advantages and available conditions to maintain the economic growth. Accordingly, the city strives for total production value to increase by over 12.9%; reduce over 1/10 of the number of poor households compared to 2020...

According to Mr. Dinh Gia Dung, Chairman of the City People’s Committee, to achieve the set goals, the prevention and control of Covid-19 epidemic is determined as a top, long-term and important task. The city has consolidated the Steering Committee, established a command center for epidemic prevention and control, assisting sub-committees, working groups, and interdisciplinary inspection teams; launched a movement of all people to participate in epidemic prevention and control; tightened the disciplines and rules and applied synchronously, drastically and flexibly measures of prevention and control of the epidemic at a high level, preventing the epidemic from entering or breaking out; developed scenarios, options and organized the exercises of epidemic prevention and control at enterprises, markets and apartment buildings. 100% of the households, individuals and business households commit to strictly implement epidemic prevention and control measures. Effectively manage and operate the concentrated isolation area with a scale of 136 beds; proactively review and prepare concentrated isolation areas to meet the isolation demand of 2,000 people. Strictly and drastically implement measures to control people entering and leaving the city to prevent the epidemic; strictly manage the cases F1, F2, high-risk cases returning to the locality. In addition to frontline forces who have been vaccinated with 2 doses of vaccine, the city has deployed the vaccination for teachers, workers, people from 60 years old and older, with priority given to the elderly and people with background diseases. At the same time, direct the localities and units to review and make a list of subjects in the area such as transport groups, groups of freelance workers to take the initiative for the next vaccination stages, ensure the vaccination for right subjects, safety, and avoid wasting the vaccines.

Promotion of socio-economic development

In order to implement the dual goals of effective epidemic prevention and control in parallel with socio-economic development, the City People’s Committee has focused on directing, managing drastically, flexibly, closely, timely, and applying synchronously the solutions suitable for the situation, solving difficulties and obstacles, supporting and creating maximum conditions for businesses and people, and it have brought the efficiency. Focus on site clearance, handling of traffic bottlenecks, urban development. The production and business activities gradually recovered and grew at a good increase rate. Total production value in the first 9 months of 2021 was estimated at nearly 28,094 billion Vietnam dongs, increasing by 8.58% over the same period; in which, industry and construction increased by 10.6%, trade and service increased by 3%, agriculture and fishery increased by 0.48%. Economic structure: industry - construction 75.45%; trade and service 21.91%; agriculture and fishery 2.64%. The City People’s Committee has actively directed to speed up the reform of administrative procedures, built and promulgated processes for coordination and settlement of internal affairs between departments, divisions and units to implement synchronously and in a united manner in handling administrative procedures. Strengthen the management of budget revenue and expenditure. Total state budget revenue in the area was estimated at 1,159 billion Vietnam dongs, reaching 75% of the estimate, equaling 102% of the same period. Along with that, the city focused on disbursing the public investment capital, speeding up the construction progress of key works to create a driving force for economic growth. Basically complete the draft Resolution of the Provincial Party Committee on urban construction and development to 2035, vision to 2050; propose and be approved by the Standing Board of the Provincial Party Committee for the mechanism of creating capital resources for urban development of the city in the period of 2021 - 2025, orientation to 2035. The work of site clearance has been completed for many prolonged projects, key projects, which is trusted and highly appreciated by the people, contributing to creating breakthroughs to investment attraction and socio-economic development.

It can be affirmed that, in order to recover and recover the pace of economic growth in the context that the epidemic is still complicated as at present, it cannot be implemented in a short period of time. But with the drastic mechanisms and directions of the province and city, it is believed that the socio-economic development goal of the city in 2021 will reach the destination in strict accordance with the plan.
