Conference to announce the Decision on establishing the location, boundary and area of ​​Tien Hai Wetland Nature Reserve

In the morning of 23 August, in Tien Hai district, the Provincial People’s Committee held a conference to announce the Decision on establishing the location, boundary and area of ​​Tien Hai Wetland Nature Reserve. Attendants at the conference included the comrades: Professor Nguyen Hoang Tri, Chairman of the National Committee for Vietnam Man and Biosphere Program; Dao Quyen Truong, Vice Director of the Department of Cultural Diplomacy and UNESCO, Secretary commissioner of the Secretariat of Vietnam National Commission for UNESCO; Dang Thanh Giang, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People’s Council; Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee; leaders of some departments, branches and units of the province; representatives of central and local press agencies.

At the conference, the leader of the Department of Natural Resources and Environment of Thai Binh province announced Decision No. 1357/QD-UBND dated 20 August 2024 of the Provincial People’s Committee on establishing the location, boundary and area of ​​Tien Hai Wetland Nature Reserve.

Accordingly, Tien Hai Wetland Nature Reserve is determined to locate outside dykes No. 5 and No. 6 of Tien Hai district, bordering Tra Ly estuary and the planning of Con Vanh - Con Thu service urban area to the North; bordering Ba Lat estuary and the planning of Con Vanh - Con Thu service urban area to the South; bordering the high-tech aquaculture planning area, the planning of Con Vanh - Con Thu service urban area, the sea encroachment area and the planning area of ​​Dong Chau coastal city to the West; bordering the Eastern sea to the East.

The boundary of the Reserve is determined by 33 coordinate points with a total area of ​​12,500 ha; in which, the strictly protected area is 2,726 ha, the ecological restoration sub-area is 9,774 ha. The buffer zone of the Reserve has an area of ​​3,446.5 ha, determined by 40 coordinate points, with a distance of 1,000 m from the boundary of Tien Hai Wetland Nature Reserve.

The results of implementing the task have determined that the scale and area of ​​Tien Hai Wetland Nature Reserve remains the same area according to Decision No. 2159/QD-UBND dated 26 September 2014 of the People’s Committee of Thai Binh province; the location, scale and area are in accordance with the National Master Plan in the period of 2021-2030, with a vision to 2050 according to Resolution No. 138/NQ-CP dated 25 October 2022 of the Government and Resolution No. 81/2023/QH15 dated 09 January 2023 of the National Assembly, planning of Thai Binh Province in the period of 2021 - 2030, with a vision to 2050 in Decision No. 1735/QD-TTg dated 29 December 2023 of the Prime Minister.

The reserve aims to conserve the ecosystem of Tien Hai coastal wetland, conserve species - habitats, protect aquatic resources, especially protect the migratory areas of water birds; harmoniously combine nature conservation with economic, cultural and social development according to the principles of conservation and sustainable development, ensuring connectivity with associated habitats.

In the process of socio-economic development, Thai Binh province commits to strictly implement the regulations of international conventions on environmental protection; policies and guidelines of the Party, laws of the State; economic development is closely linked to environmental protection; not exchange the environment for pure economic growth.

Comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee, spoke at the conference.

Speaking at the conference, comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee emphasized: With a traditional history of building dykes, encroaching sea, promoting economic development towards the sea, opening up new development space has always been the aspiration and orientation of Thai Binh province. During the working trip to Thai Binh province (8 May 2022), Prime Minister Pham Minh Chinh directed: “Thai Binh has a narrow land and a large population; ancient people chose this place to encroach the sea. Therefore, the province coordinates with ministries and branches to research and expand development space towards the sea”.

Also according to the Vice Chairman of the Provincial People’s Committee: Through determining the location, boundary, and area of ​​the Reserve, the province focuses on devoting resources to continue preserving and developing the reserve. The Provincial People’s Committee assigns the Department of Agriculture and Rural Development to directly manage and direct the Management Board of the Reserve; relevant departments, branches and sectors coordinate to create favorable conditions to support the good implementation of the programs and goals of the Reserve. The units and localities coordinate and support the Management Board of the Reserve to manage tourists, especially international tourists, in the process of operating eco-tourism and scientific research tours in the area.

On the basis of the Decision on establishing the location, boundaries and area of ​​the Reserve, the Provincial People’s Committee requests ministries, branches, international organizations, enterprises and people to join hands to conserve the nature of Tien Hai wetland. In particular, from the potential advantages of the Reserve, it is necessary to harmoniously combine nature conservation and economic - cultural - social development according to the principles of conservation and sustainable development, ensuring connectivity with associated habitats in the Red River Delta as well as of local people.

Previously, leaders of the Provincial People’s Committee, departments, branches, and central and local newspapers visited Tien Hai Wetland Nature Reserve.
