Breakthrough in marine economic development Part 3: Construction of synchronous infrastructure
Over the past time, technical infrastructure in coastal areas of Thai Binh province has continued to be strengthened and invested synchronously. The province has focused on mobilizing investment capital to build and complete many important infrastructure works, basically meeting the needs of socio-economic development in the current period.
Traffic infrastructure in Lien Ha Thai Industrial Zone is being accelerated construction progress.
On July 29, 2017, the Prime Minister issued Decision No. 36/2017/QD-TTg on the establishment of Thai Binh Economic Zone with a scale of 30,583 ha, including 31 communes and towns in the coastal area of Thai Thuy and Tien Hai Districts; at the same time, allowing the province to carry out the planning and approve the general construction planning task of Thai Binh Economic Zone until 2040, with a vision to 2050. According to the general construction planning approved by the Prime Minister, Thai Binh Economic Zone has 5 main functional areas: electricity center (853ha); industrial - urban - service zones, industrial zones and industrial clusters (8,020ha); seaports and wharves (about 500 ha); concentrated tourist and service areas (3,110 ha); urban areas; rural residential areas and concentrated agriculture areas.
In order for the economic zone to be put into operation soon, Thai Binh has been developing a traffic system planning, especially the traffic routes connecting the main traffic axes in the province and connecting the coastal areas have been invested and deployed; focus on directing and promoting attraction of investment resources in the construction of traffic infrastructure, coastal industrial zones and clusters. In particular, the province plans and mobilizes all investment resources to build a coastal road route through Thai Binh province, a highway in the province connecting Thai Binh with Nam Dinh, Ninh Binh, Hai Phong, and Quang Ninh; with a total investment capital demand of nearly VND 10,500 billion. In addition, Thai Binh has also had a policy to implement an investment project to build trunk roads connecting with functional zones in Thai Binh Economic Zone. The total estimated investment capital of the 5 routes is VND 2,516 billion, of which the capital from the central budget in the 2021-2025 period is VND 1,500 billion, the rest is from the provincial budget and other legal sources. Especially, at present, the investment project to build a coastal road in Thai Binh province has a total value of nearly VND 1,250 billion, reaching 34.8%; in which the value of completed construction and installation is about VND 1,000 billion.
The planning and implementation of the construction of routes will contribute to completing synchronously the connecting transport infrastructure of the province in order to create a modern, synchronous and connected transport infrastructure, meeting the travel and cargo transportation needs and creating favorable conditions for enterprises to invest in the developing economic zones. In addition, the Provincial People's Committee is focusing on directing the construction of infrastructure of industrial zones and connecting traffic systems in Thai Binh Economic Zone such as building infrastructure of Lien Ha Thai Industrial Zone, Tien Hai Industrial Zone, etc. Thai Binh Economic Zone now has a number of functional zones in operation with major key projects such as Thai Binh Power Center with 2 thermal power plants, total capacity of 1,800MW, supplying about 10.8 billion kWh/year; gas pipeline project from sea to shore, currently exploiting with an output of 200 million m3 of gas/year; Ammonia Nitrate Production Plant, Ammonia Plant; Diem Dien Port, etc. This is a local source of energy that few economic zones have.
The power system in Tien Hai District is invested synchronously, providing stable electricity for industrial zones and clusters.
In addition, the planning for marine economic development also aims to strengthen the economic potential and protect the sovereignty of the sea border, along with the adjustment and supplementation of industrial, tourist and service zones and clusters, seaports and coastal urban areas. About 52km of coastline and tens of thousands of square kilometers of territorial waters are also favorable conditions for development of aquaculture, exploitation and processing of aquatic products. In order to meet fishery logistics services, create conditions for the community to promote fishing activities, in addition to the 4 existing fishing ports and wharfs, the project to for construction of Thuy Tan fishing port (An Tan Commune, Thai Thuy District) has been approved by the Prime Minister to be a class I fishing port, meeting 120 turns of ships/day entering and leaving the port, the largest type of ship capable of docking is 400CV, the amount of seafood passing through the port reaches 15,000 tons/year. Thuy Tan Fishing Port is expected to be built from 2021 to 2025, with a total estimated investment of VND 250 billion, which will create a driving force and improve the efficiency of fishing, especially offshore fishing; reduce post-harvest losses in fishing; and modernize the management of fisheries at sea.
Synchronous infrastructure contributing to promoting the investment wave in Thai Binh Economic Zone is opening up opportunities for the province to make a breakthrough in socio-economic development and form the most modern and effective economic zone. In particular, over the past time, Thai Binh has focused on improving the investment and business environment in order to mobilize resources for development investment; at the same time, well exploit the potential and strengths of the locality, thereby promoting Thai Binh make remarkable progress, becoming a developed province in the Red River Delta region.
