Promoting glorious revolutionary traditions, strengthening solidarity and unity, striving to successfully implement the Resolution of the Twentieth Provincial Party Congress

Dear the whole Congress,

After more than 2 days of urgent and serious work, with the spirit of unity, democracy and high responsibility, the twentieth Provincial Party Congress, the term of 2020-2025, has completed the entire contents, programs and plans with very good results. On behalf of the Presidium and the entire Congress, I would like to summarize some of the main results of the Congress, and at the same time emphasize some contents and meanings as follows:

Firstly, with a high sense of responsibility, the delegates attending the Congress focused, democratically discussed, seriously reviewed the implementation results of the Resolution of the XIX Party Congress and leadership results, directing and administering the Party Committee of the XIX term.

The Congress was highly unanimous, affirming that the results achieved in the past term were extremely meaningful, creating many clear and comprehensive changes in all fields of building the Party and system of political domination, socio-economic development, defense and security assurance. The meeting also pointed out the limitations and shortcomings, analyzed the causes and drew practical lessons of practical significance. The congress focused on discussion and high consensus on directions, objectives, tasks and major solutions for comprehensive implementation in all fields. On that basis, the Congress emphasized 5 key tasks and 3 development breakthroughs to speed up the socio-economic development rate of the province in the next 5 years and the following years.

Secondly, the Congress discussed and contributed many enthusiastic comments to the draft document of the Party Central Committee, term XII submitted to the XIII National Congress of the Party. Those were the ideas that included the wisdom, emotions and aspirations of the people and cadres and party members in the whole province to send to the XIII National Congress of the Party; expressed belief and hope in the leadership of the Party Central Committee, the Politburo, the Secretariat.

Thirdly, the Congress promoted democracy, wisely selected, elected the XX Provincial Party Committee, term of 2020 - 2025 with very high confidence and elected the Delegation to attend the XIII National Delegation’s Congress of the Party consisted of comrades who met the prescribed standards, had a reasonable structure, represented the will, belief, aspiration and unanimous solidarity of the entire Party and people in the province. The congress believed, assigned the Executive Committee of the Provincial Party Committee, term XX, term of 2020 - 2025, with the responsibility of being the highest leading body of the Provincial Party Committee between the two congresses, responsible for serious & sufficient implementation of the Congress’s Resolution. The congress asked the Provincial Party Committee to maintain solidarity and unity, actively renovate working methods, ways of working, creative dynamism, responsibility and high determination in leadership, direction and implementation of the mission. Each individual member of the Executive Committee must regularly cultivate political qualities, morals, lifestyle, strive to complete all tasks, deserve the trust and confidence of the Congress; deserve of responsibility before the Party Committee and people of the province.

With these achieved results, the Congress unanimously approved the Resolution of the 20th Provincial Party Congress, term of 2020-2025, orienting the entire Party, the entire army and the entire people of the province in the coming years, with the overall goal of: Building a clean and strong Party Committee and political system; promoting democracy and the strength of the great unity of all people; promote innovation, mobilize and use effectively resources, develop fast and sustainable economy in association with environmental protection. Strive to build Thai Binh into a well-developed province by 2025, catch up with the leading group by 2030 and by 2045 be a developed province in the Red River Delta region. On behalf of the Presidium of the Congress, I suggest that the delegates of the Congress should have the appropriate form in their working positions, promptly inform the congress's results to the agencies, units, and localities. The Provincial Party Committee, Party Committees at all levels, authorities, departments, sectors and unions urgently formulate a research implementation plan, deeply grasp the Congress Resolution to cadres and party members in the whole province and deep propaganda among the people, creating consensus, trust, forming new driving force and strong revolutionary action of the entire Party, the entire army and the entire people in the province, quickly bringing the Great Resolution of the twentieth Provincial Party Committee to the practical life.

Dear the whole Congress,

In the process of progressing to the Congress, the Provincial Party Committee always received the attention and leadership of the Politburo, the Party Central Committee's Secretariat; the coordination and assistance of the departments, ministries and central branches. The Congress welcomed Mr. Tong Thi Phong, Member of the Politburo, Standing Vice Chairman of the National Assembly on behalf of the Politburo and the Secretariat to attend and direct the Congress; The Congress was welcomed by members of the Central Committee and former members of the Party Central Committee; leaders of departments, ministries, branches, central mass organizations and Military Zone 3; representatives of large economic groups and enterprises; the veterans of the revolution, the Vietnamese Heroic Mother, the representatives of the heroes of the People's Armed Forces, the Hero of Labor, the former leaders of the province through the ages. The congress would like to sincerely thank you comrades and distinguished guests for attending the meeting and for the congress's deep attention and precious encouragement.

The congress sincerely thanks the enthusiastic and responsible contributions of Party organizations, Fatherland Front, unions, district and city party congresses and Party committees directly under the Provincial Party Committee; Departments, ministries, central branches, scientists, officials, party members and all classes of people in the draft political report submitted to the twentieth Provincial Party Congress.

The twentieth Provincial Party Congress, term of 2020 - 2025, respectfully send the thank to all officials, party members, all classes of the people of the province and the most dear feelings; thanks central and local news agencies and newspapers for attending and reporting on the Congress; praise and thanks all cadres, party members, civil servants and employees of the advisory and service agencies, organizations, businesses and individuals for their positive contributions to their efforts, wisdom and good implementation of advising and serving, contributing to the success of the Congress.

Dear the whole Congress,

The goals of the Party Committee and people of the province in the coming years are huge, the task is very heavy, requiring us to unite together, unanimously, united will and action, promotion of democracy, discipline maintaining. Ahead of us is the way to reach the established goal; it will be a patient and steadfast process. We need to take advantage of, promptly seize opportunities, and recognize challenges to overcome and continue to break through. With high determination, creativity and aspirational spirit, the Party Committee and the people of Thai Binh will surely continue to rise strongly, creating new miracles on the way to come.

The congress called on all cadres, party members, all classes of people and armed forces in the province, with a new spirit of determination and new revolutionary actions, to promote the glorious and tradition of glorious revolution, hard & creative working, strengthen the unity, strive to successfully implement the Resolution of the twentieth Provincial Party Congress, build a beloved homeland to be increasingly rich, beautiful, civilized, in harmony with the progress of the whole country on the path of accelerating industrialization and modernization.

The twentieth Provincial Party Congress, term of 2020 - 2025, has taken place successfully. With great excitement and confidence, on behalf of the Provincial Executive Committee of the Party and the Presidium of the Congress, I would like to announce the closing of the twentieth Provincial Party Congress, term of 2020 - 2025.
