Provincial Competitiveness Index PCI in 2022: Thai Binh increased 19 levels compared to 2021

In the morning of 31 May 2023, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired a meeting to listen to the report on implementation results in 2022 and propose some solutions to improve the Provincial Competitiveness Index (PCI) and the Public Administration Reform Index (PAR INDEX); deployment plan of the Department and District Competitiveness Index (DDCI).

 

Attending the meeting, there were members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People’s Committee and departments, sectors, districts and city.

According to a report by Vietnam Chamber of Commerce and Industry (VCCI), in 2022, Thai Binh’s PCI reached 65.78 points, increasing 19 levels and increasing 3.47 points compared to 2021, ranking 28th out of 63 provinces and cities throughout the country. Out of 10 component indexes, Thai Binh had six indexes with an increase in assessment points compared to 2021, namely: market participation, informal costs, land access, dynamism, labor training and legal institution. Notably, some component indexes reached high ranking such as: legal institution reached 8.5 points, ranking 2nd nationwide; dynamism reached 7.2 points, ranking 14th nationwide; labor training reached 6.29 points, ranking 14th nationwide. In particular, Thai Binh was ranked in the top 30 provinces and cities with the best governance quality in PCI in 2022. 2 indexes decreased points but the ranking increased, including: time cost; business support policy. 2 indexes decreased points and decreased ranking, including: transparency and equal competition.

Also according to the assessment, Provincial Green Index PGI of Thai Binh reached 15.95 points, ranking 12/63 provinces and cities. For the Satisfaction Index of Public Administrative Services (SIPAS) of the province in 2022, it reached 83.13%, ranking 13th out of 63 provinces and cities, increasing 27 levels compared to 2021. The Public Administration Reform Index (PAR INDEX) of the province reached 84.12%, ranking 43rd out of 63 provinces and cities, increasing 7 levels compared to 2021. The Provincial Governance and Public Administration Performance Index (PAPI) of Thai Binh reached 43.5 points, ranking 15th out of 63 provinces and cities, decreasing 5 levels compared to 2021.

At the meeting, the delegates focused on assessing and clarifying the causes of increase and decrease in PCI and PAR INDEX, at the same time proposed overcome solutions to improve the business investment environment, improve PCI, PAR INDEX in the coming time.

Concluding the meeting, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee affirmed: Over the past years, the Provincial Party Committee and the Provincial People’s Committee have paid much attention to and focused on implementing solutions to improve the ranking of PCI, PAR INDEX. He praised the attempts and efforts of departments, boards, sectors, units, districts and city that have made positive contributions to the increase of PCI in 2022 of the province.

The Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee requested to further improve the responsibilities of the heads of the departments, sectors, units, districts and city about the responsibilities in implementing PCI, PAR INDEX; strengthen administrative reform by specific actions; enhance publicity, transparency and support the enterprises in providing information, administrative procedures and investment procedures; actively implement anti-corruption, negative issues in meeting, contacting, handling documents and administrative procedures for enterprises; continue to do well the work of ensuring political security, social order and safety, creating the best environment to attract investment.

The Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee assigned the Provincial Center for Support, Investment Promotion and Development to advise on attaching the responsibilities of each department and sector to each element in each component index of PCI; assigned the Office of the Provincial People’s Committee and Department of Planning and Investment to advise solutions to improve PCI, Department of Home Affairs to advise solutions to improve PAR INDEX associated with the responsibilities of each department, sector, district, and city in the coming time.

At the meeting, the delegates listened to the Provincial Business Association report on the deployment plan of the Department and District Competitiveness Index (DDCI).

Accordingly, the deployment of the survey on DDCI set in 2023 is carried out 100% through an online form on the software platform integrated with the provincial DDCI portal; the survey scale is 3,000 enterprises, cooperatives, business households in the province that have arisen and contacted public administrative services with departments, sectors, districts and city from 1 July 2022 to 30 June 2023 provided by the Department of Planning and Investment, the Provincial Department of Taxation, the People’s Committee of the district, city and other departments, board and sectors. In which, 25 departments and sectors of the province and 8 districts and city will be assessed.

On the implementation itinerary, it is strived that the communication, training, organization of survey deployment will be completed before 15 August; the data analysis, development of report to submit to the Provincial People’s Committee will be completed before 15 September, and the organization of a conference to announce the DDCI ranking results will be completed before 30 September.

On the content of deploying DDCI assessment, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee emphasized: Deployment of DDCI assessment is a very important work because this is a tool to help provincial leaders comment, evaluate, direct the state management activities in all fields; is the basis, ground for assessment and classification of cadres; help to improve PCI ranking; at the same time, improve the operating and management capacity of departments, sectors, districts and city.

He suggested the Provincial Business Association and the consulting unit to further implement the DDCI assessment in 2023 to ensure objectivity, transparency, completeness, accuracy and timeliness with a scientific and effective working method; Chairmen of the People’s Committees of districts and city and Directors of departments and sectors closely coordinate with the Provincial Business Association and consulting unit in the process of implementing the assessment; do well the training and communication work, assigned Thai Binh Newspaper, Thai Binh Radio and Television Station to closely coordinate with the Provincial Business Association and the consulting unit on that basis to organize timely communication on the deployment of DDCI assessment as well as training conferences in districts and city; Assigned the Department of Home Affairs to monitor the implementation process as well as score and assess DDCI in 2023.
