Removing the "bottlenecks" in the economic development of the province

In the afternoon of June 8, the Provincial People's Committee held a meeting to listen to the Department of Planning and Investment report the "bottlenecks" in the process of implementing the province's economic development tasks and solutions; The Department of Industry and Trade reports on the Regulation on management of industrial clusters (CCNs) in the province.

On the basis of assessing the performance of tasks on economic development and the shortcomings and limitations in the period of 2016-2020, the Department of Planning and Investment pointed out 7 "bottlenecks" affecting economic development of the province mainly related to the following fields: Site clearance work; infrastructure system, especially transport infrastructure; legal policies of the State, mechanisms and policies of the province; planning work; investment promotion and attraction; administrative procedure reform; human resources, especially high-quality human resources. Besides pointing out the "bottlenecks" and causes, the Department of Planning and Investment proposed some solutions to promote economic development of the province in the coming time.

According to the report of the Department of Industry and Trade, the draft Regulation on Management of Industrial Parks in the province has 3 chapters and 18 articles on general regulations; contents of industrial park management, responsibilities of relevant agencies and units and implementation organization.

At the meeting, the delegates discussed, analyzed and clarified the causes affecting the economic development of the province and discussed and proposed solutions to remove the "bottlenecks" to create a favorable environment for economic and social development of the province in the coming time. The delegates also commented on adding some contents to the Regulations on Management of Industrial Parks in the province.

Concluding the meeting, Mr. Nguyen Quang Hung, member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee emphasized that economic development is the province's top priority task. Therefore, the "bottlenecks" in economic development must definitely be removed and resolved in a timely manner. Agree with the assessment, assessment of the current situation and solutions to remove the "bottlenecks" proposed by the Department of Planning and Investment; However, in order to remove those "bottlenecks", the Standing Vice Chairman of the Provincial People's Committee suggested that the departments, branches and localities need to have a plan to phase out the implementation roadmap, choose to remove the urgent problems in advance, highly feasible in the actual conditions of the province. The Department of Planning and Investment received the delegates' comments and added to the solutions; clearly define the lead unit and the coordinating units to avoid overlapping and clear responsibilities. The Department of Natural Resources and Environment was assigned to assume the prime responsibility for, and coordinate with, other departments, branches, districts and cities to discuss and agree on solutions to remove inadequacies in site clearance. The Department of Planning and Investment advises and helps the Provincial People's Committee promulgate mechanisms and policies to attract investment in the sectors and fields the province has planned and prioritized to attract investment; concretize the portfolio of infrastructure investment projects to concentrate investment resources for effective implementation. The Department of Industry and Trade directs industrial cluster infrastructure investors to accelerate investment in project implementation. Departments, branches, districts and cities must implement stronger and more effective administrative procedure reforms to create a favorable environment to attract investment in economic development, etc.

Regarding the Regulation on management of industrial clusters in the province, the Standing Vice Chairman of the Provincial People's Committee assigned the Department of Industry and Trade to absorb the opinions of the delegates, complete the content of the Regulation on the basis of the provisions of law and practical requirements of the province; clearly define the responsibilities of all levels, branches, localities, and units in the effective management and exploitation of industrial clusters for the Provincial People's Committee to promulgate, implement, and contribute to promoting economic and social development of the province in the near future.
