Resolutely preventing against IUU fishing for the sustainable development of marine career

In the morning of 13 October, Mr. Phung Duc Tien, Deputy Minister of Agriculture and Rural Development, Deputy Head of the National Steering Committee on prevention against illegal, unreported and unregulated fishing (IUU fishing) chaired an online conference of the Ministry of Agriculture and Rural Development with 28 coastal provinces and cities on preparation for working with the inspection team of the European Commission (EC) inspecting the situation of preventing against IUU fishing and implementing EC recommendations. Comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee attended the conference at Thai Binh bridge point.

After nearly 5 years, since EC warned the “yellow card” to Vietnam’s fishing, the Standing Committee of the Secretariat, the Government, ministries and central agencies have taken part, tried to overcome the shortcomings of fishing that violates EC regulations. The National Assembly passed the Fisheries Law 2017, the Government promulgated 2 decrees, the Ministry of Agriculture and Rural Development promulgated 8 guiding circulars for implementation.

Accordingly, on the legal basis, the documents and direction and management work from the central to local levels have basically met the requirements of sustainable, responsible fisheries development and international integration. In addition to establishing a National Steering Committee on IUU, senior leaders have met and discussed with senior leaders of EC about Vietnam’s commitments, efforts and political determination in IUU implementation. For the installation of cruise monitoring equipment on fishing vessels with a length of over 15m or more, currently the country has reached 95.27% of the number of vessels. All 28 coastal provinces and cities have been more active in implementing tasks, including tightening control of fishing vessels entering and leaving ports, labor on fishing vessels, and traceability of seafood in the process of exploiting, monitoring seafood output during loading and unloading on the port...

Although many results have been achieved in the implementation of preventing against IUU fishing, in fact there are still many shortcomings and limitations that need to be overcome, such as: the legal framework still has some shortcomings; the monitoring, inspection and control of the activities of fishing vessels are still limited; the rate of seafood being traceable is still low; fishery equipment and infrastructure are still limited, making it difficult to implement solutions to prevent against IUU fishing…

At the conference, the leaders of agencies, units and some localities reported the situation and results of preparing the working contents to the inspection team.

Speaking to direct, Deputy Minister of Agriculture and Rural Development, Deputy Head of the National Steering Committee on prevention against IUU fishing, Phung Duc Tien emphasized that from 20 October to 28 October 2022, the EC’s inspection team would go to Vietnam to inspect, therefore, the ministries, sectors and localities must strictly comply with the guiding documents from the Central Government, the Government and the Prime Minister in preventing against IUU fishing; determined to thoroughly overcome the shortcomings and limitations, especially in the management of fishing vessels. Along with that, inspection teams must be organized to detect and strictly handle violation cases, ships that have not registered for permits, have not installed or deactivated cruise monitoring equipment. The EC’s inspection team would conduct random inspection, therefore, he suggested each locality to actively build the welcome scenarios. All ministries, sectors and localities must consider this as an urgent task, as well as a long-term task, for the sustainable development of the marine career.
