Thai Binh is determined to implement the pharmaceutical - biological industrial park project
The Steering Committee for implementing Decision No. 376/QD-TTg, dated 17 March 2021 of the Prime Minister approving the program on development of pharmaceutical industry, domestically produced medicinal herbs until 2030, with a vision to 2045, has just held a meeting to listen to the report on pharmaceutical - biological industrial park project in Quynh Phu district. Comrade Do Xuan Tuyen, Deputy Minister of Health, Deputy Head of the Standing Committee of the Steering Committee chaired the meeting. Attending the meeting, on the side of Thai Binh province, there was comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee.

According to the planning, the pharmaceutical - biological industrial park has an area of about 300 hectares, located in Quynh Phu district, has convenient location for traffic when it is adjacent to arterial routes such as Thai Binh - Ha Nam road, highway 10... Thai Binh has potential and advantages in sources of labor supply, the number of people in working age is over 1.2 million people; there are 2 universities, 4 colleges, 23 vocational schools, in which Thai Binh University of Medicine and Pharmacy and Thai Binh Medical College have the scale of training tens of thousands of medical and pharmaceutical students, meeting well the demand for high-quality human resources to serve the pharmaceutical - biological industrial park. In addition, Thai Binh also has natural and soil conditions that are very suitable for developing medicinal herb areas to serve the industrial park. Currently, the province is implementing some initial tasks so that the industrial park can be quickly deployed in the field.

At the meeting, Thai Binh province reported to members of the Steering Committee and representatives of central ministries and sectors on the initial deployment of the pharmaceutical - biological industrial park. The delegates focused on discussing the next work, in which focused on removing obstacles and difficulties related to procedures, legal bases, planning work, and the proposal of special mechanisms and policies to develop the industrial park; consolidating and supplementing members of the Steering Committee and some other important contents.
Speaking at the meeting, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee affirmed: The implementation of the pharmaceutical - biological industrial park project meets the requirements and development orientation of the province in the coming time, therefore, in the deployment of the project, the province has received high support and consensus from cadres, party members and people from the province to the grassroots. Thai Binh affirmed its high determination in deploying the project, in which it is ready to deploy the site clearance to serve the project from the fourth quarter of 2023 and the first quarter of 2024. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee said that Thai Binh has added the planning of the pharmaceutical - biological industrial park project to the provincial planning, added the criteria for industrial land use. He also answered some comments of the ministries, central sectors and members of the Steering Committee, and hoped to continue to receive the attention and support from the Steering Committee, ministries and central sectors so that the project will soon be deployed in Thai Binh.

Addressing to conclude, Deputy Minister of Health Do Xuan Tuyen emphasized: The development of pharmaceutical - biological industrial park is a very important task, which is very concerned by the Prime Minister and the Ministry of Health. Thai Binh is the locality with the most suitable location and conditions to establish the first pharmaceutical - biological industrial park of Vietnam in the North; therefore, the Ministry of Health and the Steering Committee agree to propose the Prime Minister to deploy the pharmaceutical - biological industrial park in Thai Binh, request Thai Binh province to urgently complete the dossier and update the planning of the pharmaceutical - biological industrial park in the provincial Planning to report to the National Appraisal Council on provincial Planning and the Prime Minister for approval. Along with that, the Steering Committee unanimously requests the Ministry of Natural Resources and Environment to supplement land use targets for industrial development in the planning and plan on land use for the period of 2020 - 2025 of Thai Binh province. The Deputy Minister said that in order for the project to be deployed conveniently, it is necessary to review to develop synchronous and connected transport infrastructure; at the same time, agree with some policies on determining the form and objects of investment incentives in the industrial park; the issue of expenditure, survey and zoning planning in the industrial park; carry out tasks to promote, attract investment, supplement members of the Steering Committee...
The Deputy Minister of Health also emphasized the meaning and importance of the pharmaceutical - biological industrial park, so the Steering Committee, Ministry of Health, ministries, central sectors and Thai Binh province need to focus on coordinating to perform tasks to complete 5 contents, reports and statements before 10 June for the Steering Committee to submit to the Prime Minister for consideration and approval.
