The achievements in term of 2015 - 2020 create the foundation and position for Thai Binh to continue developing strongly and firmly

On making speech at the opening of the Congress, Mr. Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: The twentieth Provincial Party Congress has a very important meaning and orientation for the whole Party Committee, entire army, the entire people of the province: Building a clean and strong Party Committee and political system; promoting democracy and the strength of the great unity of all people; promoting innovation, mobilizing and effectively using all resources, striving to build Thai Binh into a developed province in the Red River Delta region, contributing to building and firmly protecting the Socialist Republic of Vietnam, striving for the goal of "rich people, strong country, a democracy, justice and civilization".

The Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council stated: With the guideline of "Solidarity, Democracy, Discipline, Creation, Development" and a high sense of responsibility to the Party and People in the province, the twentieth Provincial Party Committee's Congress has the following tasks: Reviewing the implementation results of the Resolution of the XIX Party Congress; analyzing, properly assessing the situation, achieved results, limitations, weaknesses and causes, lessons; plan directions, objectives, tasks and major solutions for the next term. At the same time, focusing on discussing and contributing ideas to the draft documents submitted to the XIII National Congress of the Party; deeply grasping the requirements on structure and standards for the membership level, promoting democracy, selecting comrades with sufficient qualities and capacities to elect to the XX Provincial Party Executive Committee and elect the Youth Union delegates attending the XIII National Congress of the Party.

After the report on verification of the status of delegates and vote for the status of delegates, Mr. Ngo Dong Hai, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee presented the Political Report of the Executive Committee of the Provincial Party Committee, XIX term: In the past term, although facing a lot of difficulties and challenges, receiving timely and effective leadership and attention, direction and assistance from the Central and brought into play the achievements of many previous terms. The entire Party Committee, political system, business community, armed forces and People in the province have united to strive to overcome many difficulties and challenges, achieving many important results and relatively comprehensive. The outstanding points are: Completed and exceeded most of the targets of the XIX Congress Resolution. Paying attention to the Party building and political system, creating a lot of positive changes, contributing to strengthening the people's confidence in the Party's leadership and the direction and administration of the party committees and government at all levels. The economy has grown fairly and comprehensively in all fields; economic structure, labor structure has shifted positively and in the right direction. Focusing on investing in construction for the Socio-economic infrastructure with many sources of capital, especially socialized capital. Completing the construction of a new countryside in the whole province; the face of urban and rural areas has been increasingly improved towards civilization and modernization. Socio-culture has made a lot of progressses; social security is guaranteed, the people's material and spiritual life is raised. Defense and security are strengthened; Political security is maintained, social order and safety are guaranteed.             

However, besides the achievements, there are still shortcomings that need to be seriously acknowledged and overcome in the coming term. That is: Party building, sometimes in some places, has not been implemented synchronously and effectively. Some Party committees and organizations at grassroots level have not performed well their leadership role, especially economic leaders. The education and management of cadres and party members at some party committees and party organizations are not good. The planning and evaluation of cadres in a number of party committees is still limited; the proportion of female cadres participating in the party committee level in some party committees has not met the requirements. The development of party members in rural areas and non-state enterprises still faces a lot of difficulties. The quality and effectiveness of a number of tests and supervision at district and grassroots levels are still low. The monitoring, urging and implementation of inspection conclusions, audits and recommendations of the State Audit Office in some places is limited. Internal affairs, anti-corruption, wastefulness, and judicial reform in some localities and units have not been focused. The quality and efficiency of activities of the Fatherland Front and mass organizations in some localities and units are not high; some effective emulation campaigns and movements are still low. The present direction and administration of district and commune authorities is still limited. The quality of public service advisory and implementation responsibilities in some departments, branches and localities is not high. Public ethics, the occupational sense of a part of civil servants and public employees have not met the requirements. Small-scaled economy, growth quality and low competitiveness. The restructuring of the economy and production sectors is still slow. The income per capita is still low compared to the region and the country. The agriculture has not yet developed commensurate with the potentials and advantages of the province; have not been able to build branded agricultural products with high economic value; The phenomenon of people leaving their fields without cultivating. Industrial production is mainly small and medium-sized enterprises, major in processing and common products, slow to innovate technology and equipment; has not attracted many large-scale projects with added value and high technology. Some types of service have developed slowly; The tourism sector has not yet brought into play the potentials and advantages of the province. The urbanization rate is still low; socio-economic infrastructure has not met development requirements. State management in some fields and training and improving the quality of human resources remains limited. Scientific and technological activities have not made a breakthrough in the province's socio-economic development. The preservation and promotion of traditional cultural and educational values ​​in some localities and grassroots has not been given due attention. Crime situation, social evils and traffic accidents are potentially complicated. The reception of citizens and the settlement of complaints and denunciations of citizens in some localities, agencies and units were not timely, causing frustration among the people.

The political report also analyzed the objective reasons (due to complicated world political and economic situation; slow and unstable world economy recovery. Adverse effects of change of atmosphere, climate, weather, natural disasters, epidemics, especially African swine fever and Covid 19 ...); The main subjective reasons are: A number of branches, localities and units implement thoroughly and grasp the policies of the Party, State and the province (especially new ones) are not thorough and complete. The implementation organization is still weak and slow to be overcome. The sense of responsibility and role as an example of some cadres and party members, especially the heads of some localities and units, is not high. Disciplinary behaviour in implementing duties of a section of cadres, civil servants and public employees is not good. The coordination in the implementation organization between branches and localities is sometimes not tight and effective. Part of cadres and party members (including memberships), especially at the grassroots level, have not really attached importance to the inspection and supervision work. The qualifications and capabilities of a number of cadres, civil servants and public employees are still limited, failing to keep up with the requirements and tasks.

Forecasted political reports, in the coming years, the world, domestic and provincial situations will continue to have new opportunities, difficulties and challenges. In order to bring into full play the obtained achievements, take advantage of opportunities, overcome difficulties and challenges, continue to building the province with a fast and sustainable development, the Party Committee, authorities and people in the province need to maintaining the solidarity, joint strength, unanimously promoting the achievements and experiences of the past term, determined to build the Party Committee and a clean and strong political system; promoting democracy and the strength of the great unity of all people, promoting innovation, mobilizing and efficiently using resources, rapidly and sustainably developing the economy in association with environmental protection; attaching importance to socio-cultural development, and improving the people's material and spiritual life. Striving to build Thai Binh into a well-developed province by 2025, catching up with the leading group by 2030 and by 2045 be a developed province in the Red River Delta region.
