Tien Hai district, Thai Binh is the homeland of rice granaries, sedge granaries... agricultural products are present in poetry. Now under the light of the Party’s innovation, the production structure has changed, Tien Hai is like a “redrawn picture” that is not purely agriculture but has shifted to industry - services, shining the image of a modern industrial city.

Tien Hai District is one of two coastal districts of Thai Binh province, with a natural land area of 225.6 km2, with 32 administrative units, including 31 communes and 1 township. A distinct land, superior to other localities in the province in terms of marine economic potential, minerals and inter-regional traffic connectivity. Tien Hai innovates in the new opportunity, is closely directed by the Provincial Party Committee and Provincial People’s Committee, creating a legal basis for Tien Hai to break through monoculture of rice, convert agricultural land to other purposes to attract investment to exploit economic potential in order to serve the people’s interests.

Tien Hai has determined transport infrastructure as a driving force for development, and has attracted the attention of the Province, Ministries and branches to invest in a synchronous transport network including: Road 221A with length of about 21km (completed connection from the township Center to Con Vanh resort, Nam Phu commune); The coastal road through the district is about 20km long (construction is being accelerated to connect with Hai Phong and Nam Dinh provinces).

Arterial route No. 4, about 6km long, connects the industrial park to Tra Ly Port to Thai Thuy district; building 3 arterial routes of the economic zone, including: Route No. 3, arterial road in the South of the Economic zone from the coastal road to Highway 37B; Route No. 4, connecting from the coastal road of Thai Binh to Ba Lat port area, Nam Phu commune; Route No. 5, upgrading and renovating the central arterial road in the South of Tra Ly river (DT.464 road) from Tay Luong commune to Dong Xuyen commune and the arterial routes connecting areas of the district, such as roads: DH30, DH33, DH35.

The road expansion comes first, followed by the exploitation of natural resources and mineral advantages. Tien Hai has a natural gas source on the continental shelf (reserves of about 10 billion m3) that has been exploited by Vietnam National Oil and Gas Group, leading to Tien Hai Industrial Park, with an average output of 200 million m3 of gas/year. The natural mineral water mine with large reserves is being exploited with famous branded products such as: Vital natural mineral water, Tien Hai mineral water...

The traffic infrastructure is synchronous, industrial parks are developed. Tien Hai Industrial Park with a scale of 466 ha of roads - electricity - water to the foot of the works, attracts the investment, the occupancy rate has reached about 61%, in which there are about 48 enterprises operating in production and business, with the main industries: Production of sanitary porcelain, ceramic tiles, garments, leather footwear, mineral water, mine gas. Many products such as: Long Hau ceramic tiles, MIKADO, Hao Canh, Dong Lam high-class ceramics, Viet Tiep crystal, Tien Hai mineral water... have been exported to European countries.

Tien Hai is currently actively implementing site clearance to implement projects in the Economic Zone, such as: Hai Long Industrial, Urban and Service Park; Hung Phu Industrial Park, Tra Xuyen Industrial Park; Hoang Long Industrial Park, Dong Chau sea quarter; Golf Course Tourism Area - Con Vanh - Con Thu; Ba Lat Port Area; High-quality Aquaculture Area of Nam Hung - Nam Thinh - Nam Phu Communes.

Tien Hai has kept up with the pace of industrial development, invested in many new urban areas and planned many interspersed land lots to create land funds for housing construction for workers and low-income employees. |
The industrial cluster consists of 4 clusters: An Ninh, Tay An, Tra Ly, Nam Ha, with an area of nearly 300 ha, in which An Ninh Industrial Cluster with an area of 75 ha has been invested synchronously and modernly, attracting many big enterprises to open production. Every year, enterprises in the Industrial Park and industrial clusters have created jobs for tens of thousands of workers, with an average stable income of 7-10 million/month.
Tien Hai has been exploiting tourist economy and marine tourism, investing in tourism, service, entertainment and resort areas including: New Dong Chau Resort, Con Vanh Eco-tourism Area (with a 27-hole international standard golf course project, land use area of about 180 ha).

Tien Hai develops industrial economy, seaport services along with urban development, towards urbanization to meet housing demand for employees in the trend of transforming production organization structure. The new urban planning has been approved by the Prime Minister in Decision No. 241/QD-TTg dated 24 February 2021 and Decision No. 1735/QD-TTg dated 29 December 2023 on planning of Thai Binh province in the period of 2021-2030, with a vision to 2050. Tien Hai district has 4 urban areas including: Type IV urban area of Tien Hai, area of about 3,340ha (Tay Giang, Tay Ninh, Dong Lam, Dong Co).

Nam Phu new urban area, an area of about 2,450ha (currently the General Planning project of Nam Phu new urban area to 2040 has been approved by the Provincial People’s Committee in Decision 1789/QD-UBND dated 10 August 2023). In Nam Phu new urban area, there are 3 economic zone sub-areas: Ba Lat Port Area, High-tech Aquaculture Area, Con Thu - Con Vanh Golf Course Area, the 27-hole golf course project is being implemented.
Dong Minh new urban area, area of about 1,735ha (currently the District People’s Committee has submitted it to the provincial appraisal council). In Dong Minh new urban area, there are 2 Economic zone sub-areas: Dong Chau sea quarter, Dong Minh industrial park.
Nam Trung New Urban Area (Tien Hai Township), area of about 900ha (currently the District People’s Committee has submitted to the provincial appraisal council); urban technical infrastructure, current status of traffic system, lighting electricity and use of urban technical infrastructure works with a total length of urban roads of 65.8km; the ratio of traffic land area to urban construction land is 29.04%; the underground rate on urban roads is 31.8%; the rate of main street length, regional streets, alleys, and hamlets illuminated is about 83%; the rate of using energy-saving lighting in public lighting is 55%. Tien Hai District is focusing on planning and building residential areas and urban areas in a synchronous and modern direction.
For clean water, Tien Hai has 5 plants and 8 clean water treatment stations to meet the demand for urban water supply, including: Tien Hai Township Water Plant; Water Plants of Dong Trung Commune, Nam Chinh Commune, Nam Trung Commune, Vu Lang Commune; Water treatment stations in the communes: Tay Tien, Van Truong, Bac Hai, Nam Cuong, Vu Lang, Dong Tra; including 3 new urban areas: Dong Minh, Nam Trung, Nam Phu... The total design capacity of urban centralized water supply plants is 14,000m3/day and night; The rate of urban residents using clean water from the centralized water supply system reaches 100%.
Rural clean water, the total design capacity of rural centralized water supply stations is 60,000m3/day and night; the rate of rural residents using clean water reaches over 85%. Accordingly, it is the drainage and wastewater treatment system, Tien Hai Industrial Park is currently equipped with a wastewater treatment system to serve the industrial park. For the management of (urban) domestic solid waste, the rate of solid waste treatment by landfill in the township and urban areas is 60.5%.
Total green land area according to planning and the surrounding area by 2030 of Tien Hai township according to population rate includes: In the city, population is 1,519 people, current green land rate is 6.31ha. Green land area rate per capita, currently 4.5m2/person, total population of planning area is 38,756 people, it is expected to meet the criteria of type IV urban area according to the green land rate of 5m2/person, the planned area is expected to be 243.94ha.
Tien Hai is shining with the image of a modern civilized industrial urban area, striving to be recognized as a type IV urban standard in 2024.
