Ninh Binh - Hai Phong expressway project at the section passing through Nam Dinh and Thai Binh provinces is implemented in the period of 2023 - 2027
On 25 December 2023, Deputy Prime Minister Tran Hong Ha signed Decision 1680/QD-TTg approving the investment policy of Ninh Binh - Hai Phong expressway construction project at the section passing through Nam Dinh and Thai Binh provinces according to the public private partnership mode.
Accordingly, Ninh Binh - Hai Phong expressway, the section passing through Nam Dinh province and Thai Binh province has a length of about 60.9km, in which 33.3km in Thai Binh province and 27.6km in Nam Dinh province.
The starting point of the project is at Km19+300 at the beginning of the bridge over Day River in Nghia Thai commune, Nghia Hung district (Nam Dinh); the end point is at about Km80+200, the intersection between new Highway 37 and the coastal road, in Thuy Trinh commune, Thai Thuy district (Thai Binh).
The road is invested and built according to expressway standards (TCVN 5729:2012) with 4 complete lanes, roadbed width Bnen = 24.75m, design speed of 120km/h.
The expected implementation time of this project is from 2023 to 2027 with a total investment including loan interest of 19,784.55 billion VND (excluding loan interest of 18,927.63 billion VND). Regarding capital resource structure: For the investor’s capital, the project enterprise is responsible for arranging 10,447.56 billion VND (52.8%); State capital is more than 9,337.00 billion VND (47.2%), in which central budget capital is 6,200 billion VND; Thai Binh province’s budget capital is 1,462 billion VND; Nam Dinh province’s budget capital is 1,675 billion VND.
The estimated demand for land, surface water, and other resources is about 522.63 ha, in which Thai Binh province is 271.48 ha, and Nam Dinh province is 251.15 ha.
The project is aimed at gradually completing the expressway routes in the Road Network Planning in the period of 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1454/QD-TTg dated 01 September 2021. Connecting the expressway from Thanh Hoa, Ninh Binh, Nam Dinh, and Thai Binh provinces to Hai Phong city and Quang Ninh. Along with that, create motivation for the development of provinces and cities in the Red River Delta and North Central region; at the same time, it serves as a basis to attract investors in many fields, especially urban development, industry, trade and services as well as respond promptly to natural disasters and climate change in the area; strengthen national defense - security.
The Prime Minister assigned the People’s Committee of Thai Binh province to take full responsibility for the information and data in the pre-feasibility study report of the project and information reports to receive and explain opinions of relevant ministries and agencies, appraisal opinions of the Interdisciplinary Appraisal Council; post a notice inviting to survey investors’ interest in the project in accordance with the regulations of Article 25, Decree No. 35/2021/ND-CP dated 29 March 2021. Implementing the responsibilities as a competent authority; chairing and coordinating with the People’s Committee of Nam Dinh province and relevant agencies and units to organize the preparation of the feasibility study report of the project, implementing appraisal procedures, approving project investment, and organizing the implementation of the project in accordance with the approved planning and relevant regulations of the law, ensuring quality, progress, efficiency, and avoiding negative and wasteful incidents that cause loss of assets and capital of the State. Ensuring balance, adequate and timely allocation of provincial budget capital to participate in the project in accordance with the regulations of the law to implement the project on schedule. Organizing compensation, support, resettlement and completing procedures for land allocation, land lease, and hand-over of premises under management to implement the project in accordance with the regulations of the land law and investment Law under the public private partnership mode.
Assigning the People’s Committee of Nam Dinh Province to closely coordinate with the People’s Committee of Thai Binh Province during project implementation in accordance with the regulations of the law; ensuring balance, adequate and timely allocation of provincial budget capital to participate in the project in accordance with the regulations of the law to implement the project on schedule. Organizing compensation, support, resettlement and completing procedures for land allocation, land lease, and hand-over of premises under management to implement the project in accordance with the regulations of the land law and investment Law under the public private partnership mode.
The Prime Minister also assigned relevant ministries and branches, based on their functions and tasks, to coordinate with localities to implement the project to ensure set progress and plans.
