Thai Binh - 130 years in history of thousands of years
Mr. Nguyen Hong Chuyen, Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Committee congratulated the contestants who won the second prize of the 2019 Provincial Excellent Reporter Contest.
As the head of the Propaganda Department of Thai Binh province with a lot of hard work, Dr. Nguyen Hong Chuyen, Member of the Standing Committee of the Provincial Party Committee still spent time studying, researching and being author of many valuable books including a set of books on learning and following the teachings of President Ho Chi Minh and on the history of Thai Binh land and people. On the 130th anniversary of the establishment of Thai Binh province (March 21, 1890 - March 21, 2020), Thai Binh Newspaper's reporter interviewed Dr. Nguyen Hong Chuyen on the above topics.
Reporter: Dr. Nguyen Hong Chuyen, Thai Binh is a land facing four rivers and seas; the birth of the province is quite special. Can you summarize the historical developments up to the establishment date of the province?
Dr. Nguyen Hong Chuyen: On August 20th, 2000, people in Minh Tan commune, Hung Ha district discovered and unearthed a set of ancient bronze drums with intact molds. Archaeologists have identified this bronze drum set dating back about 2,500 years ago. This discovery along with other studies has shown that this land has had life and creativity for thousands of years. So, 130 years is just a journey in the history of a thousand years of the nation.
In the 7th - 6th century BC, the first classes of inhabitants from the foothills of Ba Vi, Tam Dao and the valleys and midlands of Phu Tho, Son Tay gradually descended to the coastal swamps of the Red River. The fertile alluvial coastal land, favorable for fishing and wet rice cultivation, had quickly attracted more and more people connecting to find places to live. By the early centuries BC, most of Thai Binh's land had been reclaimed and restored, forming residential areas, creating a diversified and bustling life.
Along with the process of land and inhabitant formation, the area has been included in the national administrative geography with many different levels and changes. At the beginning of AD, this land was in the last southern land of Chu Dien district, Giao Chi. In the 10th century, when Ngo Quyen proclaimed the king, this land belonged to Dang Chau (including later Thai Binh and Hung Yen). In the pre-Le dynasty, the ninth year of Ung Thien (1002), Lê Đại Hành changed the terms for calling governmental units: “đạo” into “lộ” Under “lộ” was “phủ”, under “phủ” was “hương”. When Le Long Dinh (1005-1009) came to the throne, he changed Đằng Châu into Phủ Thai Binh; according to "Dai Viet historiography", Phủ Thai Binh's name began then.
It was not until the Tran dynasty, in the thirteenth century onwards that the region of Thai Binh was really clear in the history of national construction and defense. In 1252, Tran Thai Tong changed 24 “lộ” into 12 “lộ phủ”, under “lộ phủ”, there were districts then communes. Thai Binh belonged to Long Hung “phủ”, Kien Xuong and An Tiem “lộ phủ”. In the Early Le Dynasty (1428-1527), the country was divided into 5 regions, under each region there were districts, towns and communes. In the 10th year of Quang Thuan (1469), Le Thanh Tong subdivided the regions into 13 regions and abandoned intermediate administrative units such as town and province. At that time, Thai Binh belonged to Nam Dao, which was then changed into Son Nam. In 1741, Le Hien Tong changed region into town and divided Son Nam into two towns: Son Nam Thuong and Son Nam Ha, Thai Binh belonged to Son Nam Ha town. Under the Nguyen Dynasty, in the third Minh Mang year (1822), at first Thai Binh was still in Nam Dinh town, then in Hung Yen and Nam Dinh provinces.
Reporter: Can you tell us what milestone shows that Thai Binh is an independent province and the process of adjusting administrative levels of the province until now?
Dr. Nguyen Hong Chuyen: The administrative unit of Thai Binh province just appeared 130 years ago, but the history, traditions of the land and people here have lasted for thousands of years and are always attached to history and tradition of the Vietnamese nation. That milestone was determined on March 21, 1890 when the Governor-General of Indochina issued a Decree establishing Thai Binh Province, including the districts of Thanh Quan, Thuy Anh, Dong Quan, Truc Dinh, Thu Tri, Vu Tien, Tien Hai, Phu Duc and Quynh Coi (of Nam Dinh) and Than Khe district (of Hung Yen). In the 6th Thanh Thai year (1894), two more districts of Hung Nhan and Duyen Ha (belonging to Hung Yen province) were imported back to Thai Binh. At that time, Thai Binh as an independent administrative unit consisted of 3 prefectures: Tien Hung, Kien Xuong, Thai Ninh and 12 districts: Duyen Ha, Hung Nhan, Tien Hung, Thuy Anh, Dong Quan , Thai Ninh, Quynh Coi, Phu Duc, Thu Tri, Vu Tien, Truc Dinh and Tien Hai.
In the early years of the 20th century, the French re-decentralized the management apparatus in the province. The district and the district are the same administrative level, directly managed by the provincial level. At that time, Thai Binh had 3 municipalities, 9 districts and 1 provincial capital.

The whole province then had 12 districts and 1 town with 829 communes and villages. On June 17, 1969, the Government Council issued Decision No. 93-QD/CP on the consolidation and adjustment of boundaries, Thai Binh had 7 districts and 1 town. In 2004, Thai Binh Town was recognized as a provincial city (according to the Government's Decree No. 117/2004 / ND-CP, April 29, 2004).
Reporter: With a key gateway position, Thai Binh soon had to deal with foreign invaders. For many decades, Thai Binh people have continuously built up their will to be resilient and indomitable, establishing many miracles in their struggle to protect their homeland. In particular, during the Ho Chi Minh era, Thai Binh was the leading province to implement the slogan"Providing more rice and soldiers than assigned", with great contributions and sacrifices, worthy contributions to the two resistance wars against French colonialists and American imperialists, defending the homeland. Which figures and names during this period tell that, Doctor?
Dr. Nguyen Hong Chuyen: Implementing the slogan "Providing more rice and soldiers than assigned", during the two resistance wars, Thai Binh people under the leadership of the Party contributed tens of thousands of tons of food, significantly contributing to the national victory. Nearly 152,000 excellent children of the homeland had departed to participate in combat throughout many battlefields. Thai Binh is the province with the highest ratio of military personnel to population in the North. Promoting the revolutionary patriotic tradition, young people of Thai Binh homeland fought, served the army, studied, worked and established excellent victories. Many Thai Binh people have been recorded in history glorious marks such as Nguyen Duc Canh - a staunch, exemplary communist soldier, an outstanding pupil of President Ho Chi Minh, a leader of the the Party, the worker movement and the Vietnamese revolution; General Hoang Van Thai, the first Chief of Staff of the Vietnam People's Army; Nguyen Thi Chien, the first heroine of the Vietnam People's Army; Ta Quoc Luat, who arrested French General on May 7, 1954; Vu Ngoc Nha, a legend in the Vietnamese intelligence; Senior Lieutenant General Dao Dinh Luyen, former Deputy Minister of National Defense, Chief of Staff of the Vietnam People's Army whose name has been associated with the growth of the People's Air Force of Vietnam; Bui Quang Than, who put the flag on the roof of Independence Palace on April 30, 1975; Hero Pham Tuan, who shot down the American "flying fortress" B-52, the first Asian to fly into space ...
Through the resistance wars to protect the homeland, over 52,000 Thai Binh people have bravely died. There have been nearly 33,000 war invalids and sick soldiers; more than 6,000 resistance activists were captured and imprisoned; more than 2,000 people have been recognized as old revolutionary cadres; nearly 50,000 families have been recognized with meritorious services to the country.
Reporter: Coming to Thai Binh today, we can clearly see the rapid change and a new face of the province. Can you mark some highlights in that vivid picture?
Dr. Nguyen Hong Chuyen: In the first twenty years of the renovation, Thai Binh successfully implemented the program "electricity, roads, schools, clinics", clearly changing the rural appearance. The province has planned and built industrial zones and clusters, promoted the development of trades and craft villages, transformed the structure of crops and animals in agriculture, formed a number of commodity production zones and developed sea economics, bringing the province's economy out of stagnation, maintaining a decent growth rate ...
In recent years, Thai Binh Provincial Party Committee has proactively and creatively planned and drastically directed the implementation of many economic, cultural and social development policies, such as: improving the investment environment and economic development, building and developing Thai Binh economic zone, continuing to promote construction of a new countryside, building model new rural residential areas and model cemeteries, developing commercial buffalo and cow herds in a linked chain, restructuring crops on inefficient rice land, enhancing education, promoting culture of patriotism and revolution of Thai Binh homeland in party members and all classes of people. Such above policies have achieved important results.
In the past 2019 alone, most of the targets have met and exceeded the set plan. The economy continued to achieve double-digit growth; industrial production, construction, trade and service increased higher than previous years. Land accumulation, large field construction continued to be implemented and achieved good results. Attracting investment, business development continued to increase strongly; registered investment capital reached nearly 17,000 billion, 2.5 times higher than the previous year. In particular, the general planning for Thai Binh economic zone construction has been completed, creating favorable conditions for investment attraction and socio-economic development. Budget revenue from internal economy exceeded nearly 35% of the estimate and increased 20.6% over the previous year.
The total investment capital for development of the whole province increased nearly 2 times compared to the plan. In the construction of a new countryside, by the end of the third quarter of 2019, 100% of the communes in the province were recognized as new rural communes. At the end of 2019, Thai Binh was recognized as completing the task of building a new countryside and was one of the first three provinces and cities of the country with 100% of communes and all districts and cities recognized to meet the national criteria. Rural appearance has many changes. The people's material and spiritual life is constantly being improved. These achievements are an important premise for Thai Binh to continue to develop rapidly and sustainably in the future.
