Over VND 22,000 billion worth of resources mobilized to invest in new rural construction

Of which: Central budget support is 1,456.7 billion VND (accounting for 6.5%); provincial budget is 5,201 billion VND (accounting for 23.4%); district and city budgets: 1,911 billion VND (accounting for 8.6%); communal budget is 4,303.7 billion VND (accounting for 19.4%); integrated capital from other projects 2,870 billion VND (accounting for 12.9%); capital mobilized from businesses and organizations 1,259.3 billion VND (accounting for 5.7%); credit capital 1,177.6 billion VND (accounting for 5.3%); Thai Binh originated people away from home contributed VND 386.99 billion (accounting for 1.74%); local people contributed 3,669.5 billion VND, accounting for 16.5% (cash, workdays, land donations, ...).
With these investment resources, the whole province has built 1,275.51 km of canals of grade 1; built and upgraded 3,780.58 km of intra-field roads, 1,090.22 km of communal roads, 1,910.93 km of rural roads, 3,192.17 km of first-class bypass roads, 2,215 km of village roads, 29 pumping stations, 248 dam sluices; invested in 23 new clean water supply stations, upgraded and expanded 34 clean water supply stations, 207 junior high schools, primary and pre-schools, 85 communal cultural houses, 984 village cultural houses, 125 communal sports grounds, 130 rural sports fields, 180 health stations, 137 rural markets; 99 communes completed upgrading rural electricity grid; 247 garbage disposal complexes and incinerators, 21 cemeteries planned and newly built; upgraded over 6,100 houses for poor people and those with meritorious services,...
During the implementation process, based on the experiences gained through practical leading, the provincial People's Committee issued and promptly amended and supplemented investment support mechanisms and policies; promoted advocacy, mobilized the whole political system to build a new countryside. The mobilization mechanism was implemented in the direction of diversifying and integrating capital sources of national target programs, targeted programs and projects of the Central Government together with mobilizing the local resources, encouraging and attracting enterprises' investment capital for projects capable of capital recovery (such as rural clean water supply works), grants from domestic and foreign businesses, organizations and individuals; credit capital and other lawful capital sources. In particular, resources from the people have been mobilized voluntarily by making people aware of their roles and responsibilities, the benefits that they can enjoy from the works that are managed and implemented by themselves. From 2013 to date, Thai Binh province has implemented the policy of supporting cement for building new rural infrastructure and this policy has brought about positive effects, with the support of nearly 1.3 million tons of cement (equivalent to over VND 1,500 billion); mobilized the participation and contribution of the people with a budget of over VND 3,600 billion to complete the construction of rural infrastructure works.
